Background: The City of Phoenix Parks and Recreation owns a one-acre vacant parcel along the southern bank of the Rio Salado near the new Central Avenue light rail station at Pioneer Street. This large site presents an opportunity for creating with the community a landscaped public gathering space and connection to the Rio Salado.
